One of the batches of engineered dragon eggs turned out...wrong.
The hatchlings were small, with stunted wings and oddly formed eyes. Worse, they turned out to be photophobic. And, they ignored the candidates presented to them, but did eat the food.
These were the first whers.
Whers come in the same colors as dragons, but they are...mutated. Their wings are too small and their bodies too burly to allow them to fly, although they can glide short distances. Being about the body size of a runner, they -can- carry a rider on the ground, but their heavy skin is uncomfortable to sit on.
Whers can communicate telepathically with dragons and get basic concepts (I'm hungry. I'm tired. I love you.) over to humans, but lack the mechanism of Impression. However, a wher can become very emotionally attached to a specific individual, especially if fed and well treated. They cannot go Between.
Whers can chew firestone, but are generally not permitted to do so. They mate on the ground in 'runs'.
They can see well in very low light, and can manage in total darkness by use of their incredible senses of hearing and smell. That last makes them highly useful in mining...a wher can smell gas and bad air.
Whers are also employed as watchdogs at major holds and sometimes used by guards.
Whers are not, however, pets.
Generally, whers and their handlers do not live at the Weyr. A small breeding operation does exist at Ista Hold.
Whers are considered to be livestock, and wher eggs, especially from a gold clutch, sell well.
